DISTRICT ACADEMIC SENATE

Constitution

 
Article 1: Name

The name of this organization shall be the District Academic Senate of the Los Angeles Community College District..

Article 2: Purpose

The purpose of this organization is to promote the goals of higher education and to represent the college faculties in the formation of District policy on academic and professional matters.

Article 3: Membership
  • Section1. Membership of the District Academic Senate shall be tenured, probationary, or part time faculty of the Los Angeles Community College District.
  • Section 2. Each college faculty shall be represented by its Academic Senate president plus three elected District Academic Senators.
  • Section 3. Nothing in this Constitution shall preclude the right of members of local academic senates or local Academic Senate officers from serving simultaneously on the District Academic Senate if they are elected to the latter.
  • Section 4. Should a District Academic Senate member become ineligible or otherwise unavailable for duty on the Senate, the President of the College Academic Senate concerned shall appoint a replacement within two weeks of the vacancy to serve until the next election.
Article 4: Officer

Officers of the District Academic Senate will include: President, Immediate Past President, Vice-President, Secretary, Treasurer and Parliamentarian. Officers shall serve two year terms.

Article 5: Terms of Office
  • Section 1: OFFICERS
    Terms of office shall be for a period of twenty-four months.
  • Section 2: SENATORS
    Terms of office shall be for periods of two calendar years, and shall be effective the first day of the semester following their election.
Article 6: Functions
  • Section 1. The District Academic Senate shall serve as the official voice of the combined faculties of the Los Angeles Community College District on Academic and Professional matters.
  • Section 2. Nothing in this document shall deprive any college Academic Senate of its right of direct access to the Chancellor or Board of Trustees.
Article7: Referendum
  • Upon petition of fifteen percent of the faculty of the Los Angeles Community College District protesting any action taken by the District Academic Senate, such action shall be submitted to a referendum of the total faculty within thirty calendar days. The protested action of the District Academic Senate shall be nullified if disapproved by a majority of the total vote cast.
Article 8: Amendment
  • Section 1. Amendments to this Constitution may be proposed by the District Academic Senate, or any local college academic senate.
  • Section 2.If a Constitution amendment qualifies by a majority vote of the District Academic Senate, the District Senate shall provide ballots for each faculty in numbers sufficient for distribution to all eligible voting members. This constitutional amendment election shall be announced at least four weeks in advance. Elections shall be under the supervision of the president of the college Academic Senate who shall report the results of the voting to the District Academic Senate President within two weeks after the campus vote. To be adopted, an amendment must receive at least two-thirds of all votes cast.
Article 9: Purpose
  • The District Academic Senate is officially authorized when two-thirds of the faculty voting at each college in at least five of the seven colleges approve adoption of this charter. Any college established in the Los Angeles Community College District after the ratification of this Constitution shall automatically become a member of the District Academic Senate and shall be subject to the provisions of this Constitution.
