Chancellor's Monthly Report February 2025 PDF
February 5, 2025
Dear LACCD Community,
Welcome to the 2025 Spring Semester!
As we begin a new term, we are reminded of the resilience and determination that define our LACCD community. Our students return to classrooms—both in person and online—ready to embark on new academic journeys, and our faculty and staff stand ready to support them every step of the way. Whether you're continuing your education or just beginning your path with us, we are excited to welcome you back and ensure that you have the resources you need to succeed.
At the same time, we recognize the challenges that many in our community continue to face. The aftermath of the fires continues to impact communities across California, and we stand in solidarity with those affected. Through our LA Strong efforts, we are committed to providing resources and assistance, ensuring that our campuses remain places of stability and support.
This semester also brings changes at the federal level, as new executive actions and policies take effect—many of which raise important questions for our students and employees. LACCD remains fully committed to providing guidance and support while continuing to fiercely advocate for the values that define us: access and opportunity for all.
As we move forward, we also take time to celebrate Black History Month, honoring the profound contributions of Black leaders, scholars, and changemakers who have shaped our nation. Their resilience and achievements remind us of the power of education and the importance of lifting each other up. LACCD is proud to recognize and celebrate Black history—not just in February, but every day—as we work toward a more just and inclusive future. Each of our colleges has planned events and activities to commemorate this important month. Check out our website to explore Black History Month events across all LACCD colleges.
No matter the challenges ahead, we face them together—with strength, unity, and a shared commitment to our students and communities. Thank you for all you do to support one another and uphold the mission of LACCD.
Wishing you a successful and inspiring semester!

Dear LACCD Family,
Welcome to 2025! I hope you all had a wonderful holiday season and are entering the new year feeling refreshed and inspired.
As we begin 2025, I am reminded of the powerful words: “Vision without action is merely a dream. Action without vision is a nightmare. But vision combined with action can change the world.”
This sentiment perfectly captures the spirit of the Los Angeles Community College District. We are not only dreamers but doers, working every day to turn aspirations into transformative opportunities for our students and communities.
Together, we will continue to:
- Champion equity and access to education.
- Innovate programs and partnerships that prepare our students for the future.
- Foster collaboration and inclusion in every corner of our District.
The road ahead is brimming with promise. Your collective dedication, passion, and creativity are what make our vision a reality. Let’s move forward together with intentional purpose, ensuring that our actions inspire lasting change in the lives we touch.
One of the first opportunities for us to make an impact this year is on Saturday, January 25, when all nine of our colleges will host Super Saturday enrollment events. These events are an incredible chance to welcome prospective and returning students, provide hands-on support, and showcase the many pathways available to help them achieve their educational and career goals. I encourage everyone to help spread the word and participate in making this day a success.
Thank you for being part of this incredible journey. I look forward to the meaningful work we will accomplish together in the year ahead.
Here’s to a year of collective vision and purposeful action!

As I prepare to step down as Chancellor, I want to take a moment to reflect, to thank you and to express my deep gratitude for the impactful work that we have accomplished together.

August 7, 2024
Dear LACCD Colleagues:
This August marks the beginning of another promising academic year at LACCD. Together, our nine colleges embody exceptional educational opportunity and service to our students and the many communities that we proudly serve.
As educators, we have the privilege and, frankly, the audacity to make a profound difference in the lives of our students. Education is the greatest accelerant for social and economic mobility. In just one generation, we can help our talented and hard-working students and their families break loose from inter-generational poverty and set them on a path to self-actualization and prosperity.
This Saturday, August 10, we are excited to kick off the year with our Enrollment Super Saturday event. On Monday, August 26, our students and faculty will return to all nine colleges for the start of the fall semester, launching the academic year into full swing.
While some of the enrollment gains of the last two years have tapered off, we see strong growth in our dual enrollment partnerships and the College Promise programs, and by serving an increasing number of adult learners. Our mission is a clear testament to the collective impact and the power of education to transform and improve lives. Our student body is vibrant, diverse, and eager for opportunities to excel—let's provide them with those opportunities and position them for success at every turn.
Thank you for being a valued member of the LACCD family. Let's make this academic year one of growth, achievement and life-changing success.

Dear LACCD Colleagues:
As we enter the latter half of the spring semester with the beginning of several eight-week and short-term courses, we continue to maintain our increases in enrollment across all our campuses. This growth is a testament to the determination and professionalism of our faculty, staff, and administration over the past several years to restore enrollments through retention and persistence activities, a reinvigoration of our outreach to high schools through dual enrollment, engagement with adult learners, and an unbridled commitment to the communities we are proud to serve. One significant development to note is the recent partnership agreement that LACCD has forged with the Los Angeles Unified School District (LAUSD) to bolster our dual enrollment programs. Through the agreement, we are looking to offer dual enrollment classes to every student at LAUSD in a variety of areas, including university transfer, CTE pathway completion, industry certifications, internships, pre-apprenticeships, and apprenticeships.

Lastly, my heartfelt thanks to each of you for your dedicated work and collective efforts during the recent severe rainstorms that affected our region. Your cooperation and support ensured the safety and well-being of our LACCD and the surrounding community.

November 2023
November is a time of reflection and for giving thanks.
The Board of Trustees and I recognize and applaud your professionalism and dedication that has resulted in awards, accolades and amazing accomplishments all across the nine colleges and District.
Here are just a few highlights:
LACCD sponsored a Community Housing Forum at LA City College on Saturday, October 28. Over 200 students, employees and interested stakeholders gathered to learn more about LACCD student and workforce housing options. The forum gave the public and interested parties a chance to provide input and hear about LACCD’s potential development of student and/or workforce housing. With leadership from the Board of Trustees, we were able to unveil our roadmap of how we plan to systematically invest in housing to address student basic needs.
Our District prides itself on providing affordable and accessible education to all who seek it. At LACCD, we remain committed to fostering a diverse, inclusive, accessible and equitable learning environment for all students, and to actively engaging with our civic partners, elected officials, non-profit and community organizations, and philanthropy to serve this region, while promoting inclusivity and advancing social justice.
This month should serve as our urgent clarion call for those of us with the audacity to call ourselves educators. Let’s do all we can to ensure equitable access and student success—an essential investment towards California’s future stability, progress and inclusive prosperity. But we know that a lack of basic needs that many of our students face, such as affordable housing, nutritious food, and quality healthcare, is the foundation of a thriving, educated and equitable society.
As we enter the holidays and season of giving, our Foundation for the LA Community Colleges is supporting students by collecting funds for scholarships, emergency assistance, and basic needs support. Here’s how to help: click here to donate if you are interested in participating.
I want to express my deep appreciation for your dedication to the success of our students and for your continued support.

Chancellor's Monthly Report October 2023 PDF
October 2023
Welcome to the October Chancellor’s Monthly, where I’ll highlight some of the key areas from the 2023 State of the District Address that I am presenting to the Board of Trustees at its October 4, 2023, meeting.
Accreditation Reaffirmation
Following site visits earlier this year, the Accreditation Commission for Community and Junior Colleges (ACCJC) acted to Reaffirm Accreditation for all nine colleges of the LACCD for an additional seven years. There were no requirements for compliance with any of the Accreditation Standards noted at any of the nine colleges and many colleges received individual college Commendations. This accreditation reaffirmation recognizes and affirms the strong legacy of excellence in service to our community, and to social justice and equity.
2023-24 Adopted District Budget
In September, the District adopted its FY 2023-2024 final budget, totaling $10.4 billion for all funds. As mandated by LACCD Board Policy, the District maintains a minimum of 6.5% General Reserve, a 3.5% Contingency Reserve, and a two percent (2.0%) Deferred Maintenance Fund.
For 2023-2024, the District's financial outlook remains stable under the current state-adopted Student-Centered Funding Formula (SCFF) and has benefited from the State Chancellor’s Office Emergency Conditions Allowance (ECA), which has brought additional one-time funds of $45.4 million to the District. The budget reaffirms the SCFF “hold harmless” provision for the Fiscal Year 2025-2026.
Thanks to Governor Newsom and our State legislature for their investment and trust in our state’s community colleges. This investment helped us maintain financial stability, sustain our levels of services and workforce, and keep our college doors open. With this investment, LACCD is navigating the multiple effects and aftermath of a global pandemic. We’ll continue to be prudent as we approach the end of the “hold harmless” period in 2024-2025 and prepare for any potential future shortfalls.
Fall 2023 Enrollments
Student enrollment continues to show robust growth in the number of students choosing LACCD with about a steady 17% increase thus far, compared to last year, and a strong increase in their unit load. Our commitment to student success remains our North Star, and we are actively implementing strategies to enhance recruitment, retention, persistence and student completion. The District remains strongly focused on increasing enrollments as a priority and providing an accessible, affordable higher education through our colleges. We continue to see our amazing and resilient students, most of whom are first-generation, achieve great things.
Facilities and Infrastructure Improvements
With the voter-approved passage last November of our District’s $5.3 billion local bond, known as Measure LA, we are actively investing in improving facilities and the infrastructure of our nine campuses and educational centers. Several renovation projects have been completed, and we have broken ground on numerous new projects for further enhancements, including modernized classrooms, updated technology resources, and improved facilities to support student learning and engagement.
Workforce and Economic Development
Our District is expanding our program offerings to meet the evolving needs of our regional workforce and university transfer partners. In collaboration with local industry leaders, we have expanded offerings in healthcare, technology, and renewable energy, ensuring that our students are well-prepared for their careers and to transfer. We will continue to forge strategic partnerships with local businesses and organizations to provide valuable internship and workforce opportunities for our students.
State and Federal Advocacy
LACCD sponsored several statewide bills in 2023 with one (AB 1151: McKinnor) already signed into law, and another (AB 1096: Fong) awaiting final action by Governor Newsom, and multiple other priorities incorporated into the 2023-24 state budget, including a $2.5 million state allocation to establish and $30 million over the next three years to support statewide LGBTQIA+ programs and services.
At the federal level, our District and colleges have secured over $13 million over the past two years for various academic and student programs and services. A shout out to our strong network of support locally with the City of Los Angeles Mayor’s Office, the County Board of Supervisors, and our representatives in the State Assembly and Senate.
Stay the Course
At LACCD, we remain committed to fostering a diverse, inclusive and equitable learning environment. We will continue to invest in designing and implementing diversity training programs for faculty and staff, to increasing scholarship opportunities for underrepresented students, and to actively engaging with our civic partners, elected officials, non-profit and community organizations, and philanthropy to serve this region, promote inclusivity and advance social justice.
Our District prides itself on providing affordable and accessible education to all who seek it. I want to express my deep appreciation for your dedication to the success of our students and for your continued support. Each student represents immense potential and opportunity. Together, we have the power to unleash and harness that potential, to kindle the flames of curiosity, and to cultivate skills that will shape their lives and the world around us.
Thank you and I am excited about the possibilities that lie ahead,

Dear LACCD Colleagues,
The nine colleges are in full swing with a strong start to the Fall 2023 semester with an invigorating sense of renewal and hope, as we see our students, staff, faculty, and administrators on campus.
Among the many good things going on, I want to highligh ttwo outstanding recent investments that will bolster our communities and strengthen our student success.
First, through the outstanding leadership of CaliforniaSenator Susan Rubio, an ELAC alumna, we are establishing the Los Angeles Community College District Small Business and Entrepreneurship Center located at East Los Angeles College to promote economic growth in entrepreneurship education and micro-business development. The Center will prepare current LACCD students from all nine colleges to enter the business field, to further their education and skills, and support small businesses to grow, thereby revitalizing and strengthening the regional economy.
Second, we’re thrilled to receive a $600,000 grant from Cheetos and the PepsiCo Foundation, as part of the national Deja Tu Huella tour. Since the beginning of our partnership, the Pepsico Foundation has contributed $1.2M towards scholarships for LACCD students.
Lastly, we invite you all to participate in our month-long, virtual Hispanic Heritage Month Celebration. From art auctions to cooking demonstrations – I am sure there is something for all to enjoy. CLICK HERE for the 2023 LACCD Hispanic Heritage Month Events Page for frequent updates.

Chancellor's Monthly Report August 2023 PDF
Dear LACCD Colleagues,
The fall semester is just around the corner, and we are excited to see our students and our colleges alive again. We have several fall kick off events scheduled throughout the nine collegesto welcome everyone back to campus, to enroll students, and to celebrate the start of another academic year.
Did you know that over half of our students are first-generation college attendees? What anextraordinary opportunity we have as educators to impact the lives of students and our communities.
On Saturday, August 12, all nine colleges will participate in LACCD Enrollment Day. Each college will have special in-person events, activities, and online campaigns where students can learn more about their college’s academic and support programs. Students can meet withacademic advisors to explore their educational goals, with departmental faculty and administrators, and enroll in fall semester credit and noncredit classes in multiple modalities. Allthis with the backdrop of food, music, and fun activities for all to enjoy. Visit the enrollment pagefor more details.
With my profound respect and admiration, please receive my best wishes for a strong start
to the fall semester!

Chancellor's Monthly Report July 2023 PDF
Dear LACCD Colleagues,
I hope that you enjoyed your July 4th holiday gatherings with family and friends. As the summer continues, there is some exciting news to share about the results of our nine-college accreditation.
I am very pleased to share that each of the nine colleges received a 7-year Reaffirmation of Accreditation, the highest number of years allowable. There were no requirements for compliance with any of theAccreditation Standards and many of our colleges received individual college Commendations. LACCD also received a District Commendation for our institutional efforts to advance racial equity and social justice. This outstanding news serves as a testament to your unwavering commitment and dedication to meeting the highest standards of excellence. Thank you for your leadership and service to LACCD and to the students, families and communities that we are proud to serve.
As the largest community college district in the nation, we see firsthand the critical importance ofeducational access for all and the benefits of a diverse student body towards fulfilling our serviceand educational mission. The Supreme Court’s recent decisions regarding affirmative action andstudent loan forgiveness should serve as wake-up calls and an opportunity to strengthen our resolve in higher education to improve and advance racial equity and social justice through education.
This decision, while disappointing and expected, is a significant setback for higher education. Removing tools such as affirmative action and loan forgiveness places additional educational barriers that translate to students and communities being left behind. In Los Angeles and at LACCD we stand with and stand up for individuals and communities who are dedicated to pursuing equal access to higher education as the tool to end intergenerational poverty and structural racism.
Proud to stand with you.
Wishing you all a great month in July. Be safe, stay motivated, and be bold for education.
With my respect and admiration,

Chancellors Monthly Report June 2023 PDF
Dear LACCD Colleagues,
I often refer to this time of year as the “Season ofSheet Cakes” because of all the wonderfulcelebrations that serve to elevate the success of ourstudents. I have had the privilege and joy to be atseveral programs this spring, and the studenttestimonies are consistent in their praise for ourfaculty, professional staff, administration and thesupportive learning environments at our colleges.
These past few weeks have been especially amazing! From the rich, expressive, and diverseLavender, APIDA, Black and Mi Gente Graduation Celebrations to our inspirational AnnualCommencement exercises—student success has been on full display! Thank you to all whomade these programs and celebrations so special and meaningful to our students and theirfamilies. You make us all LACCD proud.
I am also proud to share that LACCD has two new approved bachelor’s degree programs–theAvionics Program at WLAC and the Respiratory Therapy Program at LAVC. Seven newbaccalaureate degree programs were approved throughout the state in this round and more tofollow. These four-year degree programs meet the critical employment needs of our region andoffer the most affordable, 4-year workforce degree available.
Why do these degrees matter so much to our region and all community colleges? According to arecent study by the UC Davis Wheelhouse Center for Community College Leadership andResearch, fifty-six (56) percent of students graduating from a California Community Collegesbaccalaureate program said they would not have pursued a bachelor’s degree had it not beenoffered at their local community college. The study also found two-thirds of community collegebaccalaureate program students are students of color. Baccalaureate degrees at communitycolleges are a wise investment on many fronts.
My thanks and recognition to each of you for a successful spring semester and my warmest wishes for an enjoyable summer ahead.
With my deep appreciation and respect,

Chancellors Monthly Report March 2023 PDF
Dear LACCD Colleagues,
March 1 is here and the spring semester is in full swing.
This week and next, our nine colleges and District office are undergoing accreditation reviews. The last accreditation cycle was in 2016, so this is a significant and long-awaited process that involves a review of our submitted reports, and campus visits by external peers and colleagues. It is also an assessment of our policies and practices to ensure our academic quality, student success, and institutional excellence exceeds expectation.
Through this accreditation process, we will strengthen our educational foundation, and a strong foundation portends a better tomorrow for our students, our colleges, and our District.
I hope that you take as much pride as I do when I read the contents of this Chancellor’s Monthly Report. It is a testament to your dedication to purposefully serving our community college mission.
I recognize and commend each of you for your resilience in adapting to our new teaching, learning, and service environments, and for your fierce and uncompromising dedication to going the extra mile for our students and this organization.
With my respect and admiration,

Francisco C. Rodriguez, Ph.D.

Chancellors Monthly Report February 2023 PDF
Dear LACCD Colleagues,
A few weeks ago, Governor Gavin Newsom unveiled his FY 2023-24 California Budget. This budget strives to sustain past investments, rather than embark on new ventures, and we applaud the Governor for his thoughtful protection of and continued support for California’s community colleges.
This past weekend and Monday, the Board of Trustees represented the District in Sacramento, as part of our legislative visits to educate lawmakers and to advocate for community colleges. This annual opportunity to convene with statewide colleagues and to speak with a unified voice is effective and rejuvenating. We were proud to share our District’s legislative and budgetary priorities while illuminating our academic programs and student services, and sharing poignant student success stories.
Education is the greatest accelerant of economic and social mobility, and is the pathway out of poverty. As we close our Winter Session and begin our spring semester next Monday, never lose sight of the intergenerational impact that education carries. What a privileged opportunity we have as educators to make a difference.
On behalf of the Board of Trustees, our college presidents and District administration, thank you for your service and dedication to our students. My very best wishes for a strong start to the spring semester.
With respect and admiration,
Francisco C. Rodriguez, Ph.D.

Chancellors Monthly Report January 2023 PDF
Dear LACCD Board of Trustees and Colleagues,
Happy New Year! As we begin the new calendar year I can’t help but feel reenergized and refocused on our mission and purpose to serve our students and communities.
Part of my perspective comes from many ongoing stories, events, and projects we have district-wide and at our colleges that show our collective, educational impact on our amazing community and region.
Education provides a pathway to hope and opportunity. This critical responsibility requires that we continually explore ways to expand access and reduce institutional barriers for our students and employees. This charge is facilitated through collaborative partnerships, honest communication, and collective impact.
Thank you in advance for a year of new horizons to explore, bold ideas to come, and hard work and dedication that shines a brighter LACCD light in Los Angeles.
Thank you again for believing and contributing to this mission to serve and educate - Here’s to 2023,
Francisco C. Rodriguez, Ph.D.
