Chancellor's Monthly Report January 2025 PDF
January 8, 2025
Dear LACCD Family,
Welcome to 2025! I hope you all had a wonderful holiday season and are entering the new year feeling refreshed and inspired.
As we begin 2025, I am reminded of the powerful words: “Vision without action is merely a dream. Action without vision is a nightmare. But vision combined with action can change the world.”
This sentiment perfectly captures the spirit of the Los Angeles Community College District. We are not only dreamers but doers, working every day to turn aspirations into transformative opportunities for our students and communities.
Together, we will continue to:
- Champion equity and access to education.
- Innovate programs and partnerships that prepare our students for the future.
- Foster collaboration and inclusion in every corner of our District.
The road ahead is brimming with promise. Your collective dedication, passion, and creativity are what make our vision a reality. Let’s move forward together with intentional purpose, ensuring that our actions inspire lasting change in the lives we touch.
One of the first opportunities for us to make an impact this year is on Saturday, January 25, when all nine of our colleges will host Super Saturday enrollment events. These events are an incredible chance to welcome prospective and returning students, provide hands-on support, and showcase the many pathways available to help them achieve their educational and career goals. I encourage everyone to help spread the word and participate in making this day a success.
Thank you for being part of this incredible journey. I look forward to the meaningful work we will accomplish together in the year ahead.
Here’s to a year of collective vision and purposeful action!
Best regards,

Chancellor's Monthly Report August 2024 PDF
August 7, 2024
Dear LACCD Colleagues:
This August marks the beginning of another promising academic year at LACCD. Together, our nine colleges embody exceptional educational opportunity and service to our students and the many communities that we proudly serve.
As educators, we have the privilege and, frankly, the audacity to make a profound difference in the lives of our students. Education is the greatest accelerant for social and economic mobility. In just one generation, we can help our talented and hard-working students and their families break loose from inter-generational poverty and set them on a path to self-actualization and prosperity.
This Saturday, August 10, we are excited to kick off the year with our Enrollment Super Saturday event. On Monday, August 26, our students and faculty will return to all nine colleges for the start of the fall semester, launching the academic year into full swing.
While some of the enrollment gains of the last two years have tapered off, we see strong growth in our dual enrollment partnerships and the College Promise programs, and by serving an increasing number of adult learners. Our mission is a clear testament to the collective impact and the power of education to transform and improve lives. Our student body is vibrant, diverse, and eager for opportunities to excel—let's provide them with those opportunities and position them for success at every turn.
Thank you for being a valued member of the LACCD family. Let's make this academic year one of growth, achievement and life-changing success.

April 10, 2024
Dear LACCD Colleagues:
As we enter the latter half of the spring semester with the beginning of several eight-week and short-term courses, we continue to maintain our increases in enrollment across all our campuses. This growth is a testament to the determination and professionalism of our faculty, staff, and administration over the past several years to restore enrollments through retention and persistence activities, a reinvigoration of our outreach to high schools through dual enrollment, engagement with adult learners, and an unbridled commitment to the communities we are proud to serve. Thank you for your continued dedication to the success of our students and the mission of LACCD.
One significant development to note is the recent partnership agreement that LACCD has forged with the Los Angeles Unified School District (LAUSD) to bolster our dual enrollment programs. Through the agreement, we are looking to offer dual enrollment classes to every student at LAUSD in a variety of areas, including university transfer, CTE pathway completion, industry certifications, internships, pre-apprenticeships, and apprenticeships.

Following the screening, students engaged in a Q&A with Eduardo, asking about his own documented experience as a farmworker, picking grapes in the field like his father and grandfather before him, and how it taught him the importance of creating equality for farmworkers—as well as the current challenges that they face in the fields.

March 6, 2024
Dear LACCD Colleagues,
Happy Women’s History Month! It is a time to honor the countless and significant contributions that women have made throughout our District, to this country, and indeed the world. We celebrate the achievements of all women, past and present, and pledge our commitment to work towards a more equitable future where gender equality is fully realized.
This Chancellor’s Report for March is full of stories, activities, and people who make LACCD a wonderful place to learn and to work. Enrollments at our colleges are up, we are hiring outstanding new faculty and staff, and designing new academic programs, including four-year degrees, for both short-term certificates, degrees, and transfer. The ongoing construction of facilities and infrastructure continues to modernize our colleges.
A note about the upcoming elections. The general election is in November, and we encourage you to exercise your right to vote. A district-wide election website has been created to highlight general voting information and each college’s voting center locations.
Thank you for all you do to support the success of our students. Our individual and collective efforts open doors of opportunity and change lives.
With admiration and respect,

Francisco C. Rodriguez, Ph.D.
Chancellor

The Center for Climate Change Education Partners with BSU for Black History Month
The Center for Climate Change Education at West partnered with the college’s Black Scholars United (BSU) group to celebrate Black History Month and raise awareness about the intersections between the African American causes and climate justice. Activities included “Change your Hood,” an event by students for students, meant to support the collective reimagining of what under-resourced neighborhoods in LA can be like if we invest in our communities and climate resilience. Another event highlighted urban farming and climate resilience. Two hundred bags of organic produce were distributed to students and community members and a panel of African American environmental and social justice leaders spoke.
On Saturday, February 24, the Climate Center will co-host an event examining sustainable fashion called “Beyond Trends” that draws connections between sustainability, fashion justice, animal rights, and mindful consumption featuring activists, thought leaders, and a film screening of “Slay”. It takes place during Black Climate Week. Other hosts are Bodhisattvism, Black Girl Environmentalist, Seeding Sovereignty, The Solutions Project, and Collective Fashion Justice.

Wildcat Wins 3C4A Achievement Award
For the first time in West LA College Athletics History, a Wildcat has won the 3C4A Student-Athlete Achievement Award. This award recognizes one male and one female student athlete and is intended to honor student athletes who have overcome great personal, academic and/or emotional odds to achieve success while participating in intercollegiate athletics. “These are the students who benefit most from academic advisement programs; they are our motivation and our sense of satisfaction,” said Anthony Jones, WLAC Athletic Director.
The student is Mary Agnes Reed from the Wildcats Track & Field Team. Reed dropped out of high school and endured estrangement from her family as well as homelessness. She would later be diagnosed with bipolar, depression and anxiety disorder. When eventually reunited with members of her family, there were additional extreme challenges. Through it all, she longed to return to athletics – she was a high school athlete – which gave her a sense of peace. The daily routine and the camaraderie of teammates is helping her find success in the classroom and in moving forward in life. She aspires to a spot on the Olympic team one day, to transfer to a university and to have a post-athletic career as an entrepreneur.
Additionally, 16 Wildcats were named to the Spring 2023 Academic All-State Award which is given to student athletes with a GPA of 3.5 or higher in 24 or more units accumulated from the beginning of their first season of competition in that sport.

APDA Employee Affinity Group Formed

The mission and purpose of this group is to:
“Promote the interests of the Asian, Pasifika, and Desi American (APDA) community, foster cultural awareness, build community, increase the visibility of APDA employees, students, and issues impacting these populations, provide support and mentorship for employees and students, and foster APDA student success at West.”

LAist and LATTC Get Students Ready for Election Season— LATTC ESL Students Lend a Hand
On Monday, February 26, non-profit newsroom and local NPR-affiliate, LAist paid a visit to LATTC to help students navigate their Presidential Primary ballots in advance of the following week’s election. As first-time voters, some students were new to the voting process, the event was a great chance to engage the campus with voter education materials. Students received LAist’s voter education brochures and delicious bean and cheese burritos from Sonoratown—along with other giveaway items.
The college’s Associated Student Organization (ASO) was also tabling alongside LAist to help students get registered to vote. Earlier in the semester, ASO was contacted by the college’s English as a Second Language (ESL) program. Since ASO often engages the campus through various on-campus activities, it's a natural place to go to start conversations. Four current LATTC ESL students joined ASO during the event to engage the campus community and encourage students to register to vote. It was a testament to the positive synergies that exist on LACCD campuses.
LATTC served as an official four-day vote center from March 2–5.

Following a welcome, students enjoyed a pizza lunch while learning about the college’s CTE programs through new program sizzle videos. Attendees also participated in tours of the campus led by the college’s Outreach team.
LATTC was pleased to highlight its CTE offerings this February as the CTE community celebrates CTE Month to raise awareness of the role that CTE has in readying learners for college and career success.

LATTC Celebrates Black History Month with Special Concert from the Inner City Youth Orchestra of Los Angeles
Throughout February, LATTC joined the rest of the nation, and many parts of the world, in celebrating the achievements of African Americans and recognizing their central role in U.S history. The college hosted a month of activities, including live music performances, conversations, art exhibitions, and a lively festival.
On February 24, LATTC welcomed the Inner City Youth Orchestra of Los Angeles—the largest majority Black orchestra in the country, as part of its Black History Month celebrations. The performance featured patriotic music that uplifted the African American experience led by Founder, Executive Director, & Conductor, Charles Dickerson III. Over his 40-plus years of conducting, Mr. Dickerson has directed performances of many of the greatest orchestral and choral works throughout the U.S., Europe, and Asia. His best-known work is “I Have A Dream,” a choral and orchestral setting of Dr. Martin Luther King Jr.’s landmark speech. The work was performed for the unveiling ceremonies of the King Memorial on the National Mall in Washington DC, and at the Walt Disney Concert Hall in Los Angeles as Los Angeles County’s official celebration of the 50th Anniversary of the speech.

Netflix Partners with LATTC for Work Study Program Benefitting CMU Pathway Students
This past January, Netflix partnered with LATTC to host a paid three-week work study program for five students in the college’s Construction Maintenance and Utilities (CMU) pathway. During the program, students were exposed to real-world work situations and enhanced their proficiency in leadership development, building operations, and construction. On February 1, 2024, Netflix hosted a special culmination ceremony for the students who completed the three-week program.
The program’s cohort of students was unique in that it comprised of all women. The construction industry is a major contributor to the U.S. economy, employing eight million workers and creating nearly $2.1 trillion worth of structures each year. In spite of these impressive industry numbers, women only make up 10.9% of the national building trades workforce. Opportunities such as the Netflix work study program supports and trains women to reduce skill gaps and create a more equitable workforce.

West Celebrates 55 Years
West Los Angeles College opened its doors 55 years ago in February. In honor of this milestone, the college has updated its video history created for the 50th anniversary and will post a series of seven shorts on social media and YouTube (YouTube/WLACInfo) in mid-February.

WLAC Enters Partnerships with American Airlines & BREA
January marked first-of-a-kind agreements between West and the CA State Board of Real Estate Appraisers (BREA) and American Airlines (AA). For BREA, the college Real Estate faculty is developing a practicum program for licensing appraisers, unique in the nation. Evita "Evie" Garces, the vice president of line maintenance at American Airlines, spoke to students, faculty, alumni and AA professionals at a West event marking the beginning of a formal partnership between the airline and the college. West’s Aviation Tech students will have direct access to the airline’s technicians through ongoing engagement opportunities. Top-performing students will be guaranteed interviews. West is one of only two schools to have such an agreement with AA. Additionally, the airline will pay for seven students to attend the Aerospace Maintenance Competition taking place in Chicago in April.

Health Care Careers Job Fair
On January 25, West hosted the Regional Allied Health Summit And Job Fair for 17 local Los Angeles colleges and over 40 employers. The day began with colleges and employers discussing how to better work together. Following that, students connected with employers to learn more about and be considered for jobs in the health sector. Employers included UCLA Health, Centinela Hospital Medical Center, Aveanna Healthcare, Alta Hospital Systems, St. Francis Medical Center and USC Keck.

Climate Change Center
The Center for Climate Change Studies at West received a lot of attention from media, representatives, the community and educators in 2023. Yale University’s Climate Change Newsletter took notice and listed the opening of the Center as one of “the most remarkable events of the year in weather, climate, and related policy.” An excerpt from the article appears below.
“U.S. colleges and universities are responding to a growing demand for climate-relevant curricula. Typically called “climate studies” or a variant, these new majors and minors go beyond long-standing programs in atmospheric science and environmental studies. Several are designed to be easily paired as a double major with other specialties, from political science to engineering to education. With both state and federal support, the new California Center for Climate Change Education — based at West Los Angeles College and serving the city’s entire nine-campus community college district — is bringing the trend beyond four-year campuses.”…view full article

ELAC Proud: Former Student Receives SparQ Award for Inspiring Others
Former East Los Angeles College (ELAC) Pathway to Law Program student Brooke Abbott has been named a SparQ Hero by the LumenSparQ Organization during the December 16th awards ceremony on the ELAC campus. LumenSparQ’s mission is to spotlight and support local Los Angeles heroes in education. A SparQ is a student who goes above and beyond the regular school day to take on a passion project that impacts others in need.
In 2001 during Brooke’s first year at college, she fell seriously ill and for seven agonizing years, she battled various symptoms that doctors either ignored or did not properly diagnose. She finally was diagnosed with ulcerative colitis, a form of Inflammatory Bowel Disease.
Her symptoms and IBD continued to worsen until she weighed just 99 pounds and had to undergo a life-saving emergency surgery in 2012 with a 30% chance of survival. The odds were stacked against her, given her frail condition at the time of the surgery. The procedure itself was a three-step process, each with its own set of challenges and risks. Despite the overwhelming nature of the surgeries and a long recovery period, Brooke’s resilience shone through. Just six weeks after her final surgery, she managed to throw a third birthday party for her son in the park, before finally allowing herself some much-needed rest.
During this time Brooke’s mom implored her to change her life and Brooke started a blog titled The Crazy Creole Mommy Chronicles which seeks to raised IBD awareness. Her advocacy didn’t stop at blogging; she took her message to Capitol Hill, taught online classes on public policy, sat on advisory boards for pharmaceutical companies promoting health equity, and became a babywearing educator to encourage mothers and fathers with chronic conditions and disabilities to babywear. Most importantly, she founded her nonprofit, IBDMoms.org.
Brooke recently transferred from ELAC to UC Santa Barbara. Brooke originally started at a different community college but after learning about the ELAC Pathway to Law School Program changed her home-campus to ELAC, graduated, and walked at the ELAC Commencement ceremony in 2022. She is pursuing degrees in the history of public policy and political science and aspires to continue in the area of health equity. She describes ELAC as a night-and-day difference in support compared to her previous college experience.

Investing in Education: Supervisor Janice Hahn and ELAC Foundation $40,000 Gift to Strengthen Basic Needs Support
Los Angeles County Fourth District Supervisor Janice Hahn joined East Los Angeles College (ELAC) Administration and The ELAC Foundation at the ELAC South Gate Campus on December 12th to present $40,000 total in donations to the ELAC Basic Needs Center.
Supervisor Hahn provided a $20,000 check to the ELAC Basic Needs Center specifically to help unhoused ELAC students find stable housing. ELAC Associated Student Union (ASU) also received a $20,000 donation check from the ELAC foundation. This money will be used to help purchase food and other supplies for the Husky Snack Shack and ELAC Basic Needs Center.
The ELAC Basic Needs center helps to provide food and other needs free of charge to ELAC students so they can focus on achieving their academic and career goals. ELAC has also partnered with the LA Food Bank to host food distributions for their community twice a month.
LACCD Board of Trustee President Nichelle Henderson, ELAC President Dr. Alberto J. Román, ELAC Foundation President Marissa Castro-Salvati, ELAC ASU South Gate President Leslie Reynoso, and ELAC Student Services Dean Dr. Sonia Lopez joined Supervisor Hahn to give remarks.
“These students should get the support they need so they can focus on their education rather than where they are going to sleep tonight,” said Supervisor Janice Hahn. “I applaud East Los Angeles College’s commitment to their students and doing everything they can to make services and support available free of charge.”
According to a survey conducted in 2023 of ELAC students. 65% of ELAC students answered sometimes true (46%) or often true (19%) when asked if within the past 12 months they were worried whether their food would run out before they got money to buy more. This is much higher compared to the national community college average of 33% sometimes true and 13% often true. 41% of ELAC students answered sometimes true (27%) or often true (14%) when asked if they had to worry about stable housing in the last 12 months. This is also higher than the national community college average of 21% sometimes true and 8% often true.

Pacoima Grand Opening & Open House
Local officials and community members joined Los Angeles Mission College administration, faculty, and staff on Tuesday, December 19, to celebrate the grand opening of LAMC’s new learning facility in Pacoima.
The college previously held a successful soft launch of the facility at the midpoint of the fall 2023 semester, where free 8-week ESL, GED, and Allied Health courses were offered at the new location. Nearly 300 new students immediately enrolled in classes, underscoring the demand for accessible educational opportunities in the area.
U.S. Congressman Tony Cárdenas secured funding for the facility through the Community Project Funding initiative. “Earlier this year, we celebrated the allocation of federal dollars for these programs at Los Angeles Mission College, and today we get to see how this funding will change lives in our community,” said Congressman Cárdenas. “This federal funding is a lifeline for the community. LAMC Honors LAPD Officer Damien Castro for Lifesaving Heroics
On Tuesday, December 12, 2023, LAMC Academic President Maryanne Galindo presented a resolution honoring former Los Angeles Mission College student and current LAPD Officer Damien Castro for his lifesaving heroics in January 2022.
In the early afternoon of January 9, 2022, a single-engine plane lost power shortly after takeoff from nearby Whiteman Airport and crash-landed on a railroad track in Pacoima. Officer Castro was one of three officers to arrive at the scene. After establishing a perimeter to redirect traffic, the crossing gate descended, and a five-car, 600-ton commuter train began to approach the crossing, traveling at approximately 72 mph.
Acting swiftly, Officer Castro ran to the cockpit to attempt to remove injured pilot Mark Jenkins and succeeded with the assistance of fellow Officers Christopher Aboyte and Robert Sherock. A mere four seconds after the trio dragged Jenkins to safety, the train struck the plane, demolishing the aircraft.
On behalf of LAMC faculty, Academic Senate President Galindo presented a declaration to Officer Castro, commending him for embodying the ideals of community service while setting an example for others to follow through his heroic actions.

Steve Soboroff Among Millionaires Sharing Wisdom with High School Students at West
Over 300 high school students heard from successful entrepreneurs at the Future Entrepreneurs Conference (FEC) recently held at West Los Angeles College.
Speakers included Steve Soboroff who pulled volunteers on stage to demonstrate how to effectively present your business card, shake hands and make eye contact. The little things can be critical, he explained. Soboroff was Chairman and CEO of Playa Vista, a former LA Mayoral candidate, and a Los Angeles Police Commissioner for 10 years.
The event emcee and a fellow millionaire was David Shands. Shands told the youth, “I need you all to make a goal. Whoever takes care of you all, you are in debt,” explaining that children owe a debt to those who teach, clothe and feed them into adulthood. Shands is CEO of David Shands LLC, a business training and coaching firm that specializes in helping people become the best versions of themselves.
Several other millionaire entrepreneurs addressed the youth, who received gift cards, hats and books, as well as opportunities to connect with representatives from local tech companies. Students from Fremont High; Hamilton High; Washington Prep High; Westchester High; Hilda Solis High; and Morningside High participated. The FEC was sponsored by PVJOBS, a 25-year-old local nonprofit organization, and the event exposed students to various outlets for their futures.

About the Los Angeles Community College District
LACCD (www.laccd.edu) is the nation’s largest community college district, educating about 250,000 students annually at its nine colleges that serve the residents of more than 36 cities and communities from 900 square miles of Los Angeles County. Since 1969, the District has been providing an important learning pathway for students seeking transfer to four-year colleges or universities while also offering two-year degrees and certificated training programs to Southern California’s diverse workforce in many specialized trades and professions.

November 2023
November is a time of reflection and for giving thanks.
The Board of Trustees and I recognize and applaud your professionalism and dedication that has resulted in awards, accolades and amazing accomplishments all across the nine colleges and District.
Here are just a few highlights:
LACCD sponsored a Community Housing Forum at LA City College on Saturday, October 28. Over 200 students, employees and interested stakeholders gathered to learn more about LACCD student and workforce housing options. The forum gave the public and interested parties a chance to provide input and hear about LACCD’s potential development of student and/or workforce housing. With leadership from the Board of Trustees, we were able to unveil our roadmap of how we plan to systematically invest in housing to address student basic needs.
Our District prides itself on providing affordable and accessible education to all who seek it. At LACCD, we remain committed to fostering a diverse, inclusive, accessible and equitable learning environment for all students, and to actively engaging with our civic partners, elected officials, non-profit and community organizations, and philanthropy to serve this region, while promoting inclusivity and advancing social justice.
This month should serve as our urgent clarion call for those of us with the audacity to call ourselves educators. Let’s do all we can to ensure equitable access and student success—an essential investment towards California’s future stability, progress and inclusive prosperity. But we know that a lack of basic needs that many of our students face, such as affordable housing, nutritious food, and quality healthcare, is the foundation of a thriving, educated and equitable society.
As we enter the holidays and season of giving, our Foundation for the LA Community Colleges is supporting students by collecting funds for scholarships, emergency assistance, and basic needs support. Here’s how to help: click here to donate if you are interested in participating.
I want to express my deep appreciation for your dedication to the success of our students and for your continued support.
With respect and admiration,

Francisco C. Rodriguez, Ph.D.
Chancellor
Los Angeles Community College District

LACCD is gathering legislative and budgetary ideas to build its 2024 advocacy priorities. For more information join the LACCD Legislative and Public Affairs Committee on November 15, 2023.

The LACCD continue to experience a strong enrollment recovery in Fall 2023. Comparing Fall 2023 to Fall 2022, student headcount and enrollments are up 17% and 14%, respectively. Double-digit increases in headcount and enrollment are being seen at nearly all colleges. Even though class offerings increased by 5% in Fall 2023, instructional productivity is showing a 21% increase due the large enrollment increase, which is reversing the trend in declining average class. Districtwide, comparing Fall 2023 to Fall 2022, there have been large increases in first-time students (+5,972; +36%), continuing students (+4,561; 8%), and concurrent high school students (+2,957; +21%). We are also observing increases across all age and gender groups and most ethnic groups, with large increases in the Under 20 (+4,426; +12%), 25-34 (+3,601; +16%), and 35-54 (+6,085; +47%) age groups, in male students (+10,251; +24%), and in Hispanic (+5,847; +9%), Black students (+1,414; 15%), and White students (+9,795; 65%). Slightly under half (49%) of classes are being taught in-person. As seen in previous semesters, remote classes continue to have the highest fill rate (77%) followed by hybrid (71%) and in-person (70%) classes.
Priority enrollment for the Winter 2024 and Spring 2024 semesters started on Oct. 23, 2023 and open enrollment will begin on Nov. 13, 2023.

Chancellor's Monthly Report October 2023

Welcome to the October Chancellor’s Monthly, where I’ll highlight some of the key areas from the 2023 State of the District Address that I am presenting to the Board of Trustees at its October 4, 2023, meeting.
Accreditation Reaffirmation
Following site visits earlier this year, the Accreditation Commission for Community and Junior Colleges (ACCJC) acted to Reaffirm Accreditation for all nine colleges of the LACCD for an additional seven years. There were no requirements for compliance with any of the Accreditation Standards noted at any of the nine colleges and many colleges received individual college Commendations. This accreditation reaffirmation recognizes and affirms the strong legacy of excellence in service to our community, and to social justice and equity.
2023-24 Adopted District Budget
In September, the District adopted its FY 2023-2024 final budget, totaling $10.4 billion for all funds. As mandated by LACCD Board Policy, the District maintains a minimum of 6.5% General Reserve, a 3.5% Contingency Reserve, and a two percent (2.0%) Deferred Maintenance Fund.
For 2023-2024, the District's financial outlook remains stable under the current state-adopted Student-Centered Funding Formula (SCFF) and has benefited from the State Chancellor’s Office Emergency Conditions Allowance (ECA), which has brought additional one-time funds of $45.4 million to the District. The budget reaffirms the SCFF “hold harmless” provision for the Fiscal Year 2025-2026.
Thanks to Governor Newsom and our State legislature for their investment and trust in our state’s community colleges. This investment helped us maintain financial stability, sustain our levels of services and workforce, and keep our college doors open. With this investment, LACCD is navigating the multiple effects and aftermath of a global pandemic. We’ll continue to be prudent as we approach the end of the “hold harmless” period in 2024-2025 and prepare for any potential future shortfalls.
Fall 2023 Enrollments
Student enrollment continues to show robust growth in the number of students choosing LACCD with about a steady 17% increase thus far, compared to last year, and a strong increase in their unit load. Our commitment to student success remains our North Star, and we are actively implementing strategies to enhance recruitment, retention, persistence and student completion. The District remains strongly focused on increasing enrollments as a priority and providing an accessible, affordable higher education through our colleges. We continue to see our amazing and resilient students, most of whom are first-generation, achieve great things.
Facilities and Infrastructure Improvements
With the voter-approved passage last November of our District’s $5.3 billion local bond, known as Measure LA, we are actively investing in improving facilities and the infrastructure of our nine campuses and educational centers. Several renovation projects have been completed, and we have broken ground on numerous new projects for further enhancements, including modernized classrooms, updated technology resources, and improved facilities to support student learning and engagement.
Workforce and Economic Development
Our District is expanding our program offerings to meet the evolving needs of our regional workforce and university transfer partners. In collaboration with local industry leaders, we have expanded offerings in healthcare, technology, and renewable energy, ensuring that our students are well-prepared for their careers and to transfer. We will continue to forge strategic partnerships with local businesses and organizations to provide valuable internship and workforce opportunities for our students.
State and Federal Advocacy
LACCD sponsored several statewide bills in 2023 with one (AB 1151: McKinnor) already signed into law, and another (AB 1096: Fong) awaiting final action by Governor Newsom, and multiple other priorities incorporated into the 2023-24 state budget, including a $2.5 million state allocation to establish and $30 million over the next three years to support statewide LGBTQIA+ programs and services.
At the federal level, our District and colleges have secured over $13 million over the past two years for various academic and student programs and services. A shout out to our strong network of support locally with the City of Los Angeles Mayor’s Office, the County Board of Supervisors, and our representatives in the State Assembly and Senate.
Stay the Course
At LACCD, we remain committed to fostering a diverse, inclusive and equitable learning environment. We will continue to invest in designing and implementing diversity training programs for faculty and staff, to increasing scholarship opportunities for underrepresented students, and to actively engaging with our civic partners, elected officials, non-profit and community organizations, and philanthropy to serve this region, promote inclusivity and advance social justice.
Our District prides itself on providing affordable and accessible education to all who seek it. I want to express my deep appreciation for your dedication to the success of our students and for your continued support. Each student represents immense potential and opportunity. Together, we have the power to unleash and harness that potential, to kindle the flames of curiosity, and to cultivate skills that will shape their lives and the world around us.
Thank you and I am excited about the possibilities that lie ahead,

Francisco C. Rodriguez, Ph.D.
Chancellor

Double-digit increases in headcount and enrollment are being seen at all colleges and, even with about 5% more class sections offered in Fall 2023 compared to Fall 2022, instructional productivity (enrollment per section) is showing a 9% increase, which will reverse the trend of declining average class size seen in previous fall semesters. Districtwide, comparing Fall 2023 to Fall 2022, there have been large increases in new students (+6,934; +42%), continuing students (+5,578; 10%), and concurrent high school students (+2,825; +21%). Increases across all age, gender, and ethnic groups are being observed, with large increases in the Under 20 (+4,273; +12%), 25-34 (+3,729; +16%), and 35-54 (+6,284; +46%) age groups, in male students (+10,701; +25%), and in Hispanic (+5,426; +8%) and Black students (+1,253; 13%). About 44% of classes are being taught in-person as compared with 49% remote and 7% hybrid. As seen in previous semesters, remote classes continue to have the highest fill rate (78%) followed by hybrid (70%) and in-person (69%).

Heavy Demand for Basic Resources at Pierce College Bodega
The trend of heavy usage of the Brahma Bodega continues this Fall 2023. In addition to 200 hot lunches daily and 120 EveryTable pre-packaged meals per week served to students, an average of 150 students have visited the Bodega every week for canned goods, bags of rice and beans, and various produce. In addition to ready to eat meals and pantry service, LAPC continues its collaboration with Student Lunchbox to distribute fresh produce and other USDA products twice a month. Last year, the Bodega served over 1100 students and distributed about 43,000lbs of food. From summer and just the first few weeks of Fall, the Bodega has already seen over 900 students seeking food assistance. The increase in demand has prompted Pierce to continue to expand partnerships to access more food for distribution and to apply for a grant through Woodland Hills Warner Center Neighborhood Council.
